I agree.

Presumably when they ask, "Should our laws focus on the needs of entrepreneurs or should we put family before business?" they mean that hiring a woman and then giving her maternity leave is putting the family first. I would argue, though, that putting the family first would be creating a tax structure where women could stay at home and be housewives and mothers instead of having to go out to work and then taking maternity leave, before returning to work and presumably placing the child with a child-minder or whoever.
